Overview
The useful pattern is not “foreign banks left Japan.” FSA’s current foreign-bank branch list still shows many licensed foreign bank branches. The real pattern is that many foreign banks have narrowed Japan from broad retail / mass-market ambitions to wholesale, institutional, custody, markets, corporate banking, or representative / branch functions where Japan-specific scale economics make sense.

Why Retail Is Hard
Foreign banks face several structural disadvantages in Japanese retail banking:
- megabanks, regional banks, Japan Post Bank, and net banks already cover most retail needs;
- trust and brand familiarity are local;
- branch networks and cash / ATM partnerships are expensive;
- low-rate deposit economics historically made retail deposits less attractive;
- consumer compliance, AML, language, and operations require Japan-specific scale.
Wholesale and institutional banking can still work because the customer base is narrower, cross-border capabilities matter, and global balance-sheet / product expertise is valuable.
Regulatory Reading
Foreign bank branches are supervised under the Banking Act and FSA’s major-bank supervision guideline. The foreign-branch section emphasizes branch governance, home-office control, domestic asset / funding behavior, internal controls, and compliance with Japanese laws and rules.
Do not infer “unlicensed” from a brand’s reduced retail presence. Check the current FSA foreign-bank branch list and the specific entity’s Japan disclosure.
